It was a choice in audiovisual isomorphism. The 'apostropher' as you call it is meant to be a dividing sound between vowels, whereas the slakabu (comma) is meant to indicate that there is no pause between, but that they are not run together as a diphthong, and the denpabu (full-stop/period) is meant to be a complete pause or glottal stop. It probably seemed like the most appropriate choice at the time, and it certainly seems to work out well for all of us that speak and write the language.What is your native language? Yes, it is because of the role it has in lojban grammar. It doesn't count for figuring stress in words, and it isn't pronounced like an "h" by definition, it can be said as any unvoiced fricative that isn't any other letter, such as an interdental or bidental fricative.

I think I remember hearing an explanation for why they chose '. So this is all conjecture based on old and vague memories.The ' is going to be a common thing since it is used very often, so they wanted to choose a letteral/symbol that was "lightweight" and not harsh and distracting. And not giving it it's own "real" letter like "h" helps to set it apart since it really isn't a "real" letter like the rest.
.y'y. is used to make different "shapes" of vowels, separating "oi" and "o'i". It never occurs outside of two vowels and only serves that one purpose, so it should not be considered a lerfu. Even when counting lerfu to determine whether something is a gismu or not. I think. I can't remember who told me that.
